What A 10971 does, verified May 7, 2026

The bill amends the Education Law by requiring chain and community pharmacies to register with the department. A "chain pharmacy" is defined as a publicly traded company with at least twenty licensed pharmacies in New York State under the same ownership, while a "community pharmacy" refers to privately held companies with fewer than twenty such pharmacies. The bill exempts certain types of pharmacies from being considered community pharmacies, including government-owned, hospital-owned, and those owned by supermarkets or other general merchandise stores. Each chain or community pharmacy must apply for designation as either type on a form prescribed by the department, with a renewal every three years accompanied by a $500 fee.
