What A 11511 does, verified May 31, 2026

This bill amends the New York Civil Service Law to create a special noncompetitive hiring class for up to 500 positions. These positions are reserved for first responders who suffered a service-rated disability due to toxin exposure in the September 11, 2001, exposure zone. Eligible candidates must provide documentary evidence of their disability and qualification to perform the duties. The bill allows these roles to be filled on a full-time or part-time basis and requires state agencies to clearly label these jobs as "55-d eligible" in all postings. Employees hired under this new class retain the same opportunity to take promotional examinations as those in the competitive class. The act defines the exposure zone as specific areas in Manhattan and along debris removal routes, and it takes effect immediately.
