What A 11593 does, verified June 7, 2026

This act amends the New York Education Law to mandate that all public schools provide specific courses of instruction in patriotism, citizenship, civic education, and values. These courses must cover the state's shared history of diversity, religious tolerance, human rights, and the inhumanity of genocide, slavery, the Holocaust, and the mass starvation in Ireland. The legislation specifically requires that the attacks on September 11, 2001, be included in these curricula. The Regents of the University of the State of New York are authorized to determine the subjects and rules for these courses, while the Commissioner of Education is responsible for enforcing attendance and supervising instruction. The act also grants the Commissioner the authority to withhold public school funding from districts that fail to provide this instruction or compel student attendance as prescribed.
