The proposed legislation aims to improve response to reports of sexual assault during prearranged transportation network company (TNC) trips. Every TNC must notify passengers who report an incident of sexual assault that they have the right to make a report to local law enforcement and/or state police. TNCs must also inform passengers that they will not report the incident to law enforcement. The bill takes effect immediately, requiring TNCs to implement these changes as soon as possible.

PAULIN, SEAWRIGHT, KELLES, WEPRIN, McDONOUGH -- read once and referred to the Committee on Transportation AN ACT to amend the vehicle and traffic law, in relation to requiring transportation network companies to notify passengers who have reported an incident of sexual assault of certain information The People of the State of New York, represented in Senate and Assem- bly, do enact as follows: 1 Section 1. The vehicle and traffic law is amended by adding a new 2 section 1700-a to read as follows: 3 § 1700-a. Response to reports. 1. Every TNC shall notify any passenger 4 reporting an incident of sexual assault that occurred during a TNC 5 prearranged trip that the TNC will not report such incident to law 6 enforcement. 7 2. Every TNC shall ensure that every passenger that reports an inci- 8 dent of sexual assault that occurred during a TNC prearranged trip is 9 advised of their right to make a report to local law enforcement and/or 10 state police. 11 § 2.
