A 1388: Relates to the definition of coal tar and its use in pavement products.
What A 1388 does, verified April 1, 2026
The bill aims to update the definition of coal tar, a substance obtained from the destructive distillation of coal. Coal tar is now defined as a viscous substance containing levels of polycyclic aromatic hydrocarbons (PAHs) in excess of 1,000 milligrams per kilogram. This change will help identify and regulate coal tar more accurately. The bill will take effect one year after it becomes a law.
