What A 1644 does, verified January 8, 2026

The bill aims to suspend financial assistance to owners of privately owned residential housing in New York City who are listed as major problem owners by the New York City Department of Housing Preservation and Development. During this suspension, owners who have not corrected their class C violations and been removed from the problem owner list are prohibited from evicting tenants for nonpayment of rent or lease agreement violations related to the suspended issues. The suspension of assistance is intended to encourage owners to address their outstanding class C violations and improve their housing conditions.
