Dealers in firearms and sellers of ammunition will not be allowed to transfer ammunition to individuals who are not licensed to carry or possess firearms, or who are not licensed to hunt wildlife. This rule will apply to individuals who are not licensed to carry or possess pistols or revolvers, semi-automatic rifles, or who are not licensed to hunt wildlife.
