What A 2026 does, verified January 8, 2026
The bill aims to strengthen animal welfare laws in New York by expanding the definition of "aggravated cruelty to animals." A person will be guilty of aggravated cruelty to animals if they intentionally cause extreme physical pain or conduct their actions in a depraved or sadistic manner. This change will help protect companion animals from inhumane treatment and provide stronger penalties for those who harm them.
