A 2150: Provides that any special act school districts established pursuant to Chapter 566 of the Laws of 1967 shall be held harmless from any reduction in tuition revenue or any tuition rate calculation and/or rate reconciliation arising out of intake closure or limits on the entry of new student placements.
The bill aims to protect special act school districts from reduced tuition revenue and tuition rate calculations due to intake closures or limit on new student placements. These closures occurred during the 2023-2024 and 2024-2025 school years, caused by the New York State Office of Children and Family Services or the New York State Office of Mental Health. The commissioner of education will substitute 2022-2023 pupil counts to calculate and finalize tuition rates for affected districts. The director of the budget will approve these submissions and reimburse districts for any reduction in tuition revenue if they submit a claim by July 31, 2025.
