What A 2419 does, verified December 9, 2025

The bill aims to amend the state finance law to require consideration of union-made commodities and services when awarding certain procurement contracts. The "best value" basis for awarding contracts should optimize quality, cost, and efficiency among responsive and responsible offerers. The evaluation of offers should take into account quantitative factors, including: - Small businesses - Certified minority- or women-owned business enterprises - Service-disabled veteran-owned business enterprises - Whether commodities or services were manufactured by or will be performed by members of a labor organization The amendments will take effect 30 days after the bill becomes a law, but the repeal of the original section will not be affected.
