What A 2423 does, verified December 8, 2025

The bill aims to prohibit police officers from carrying or using firearms during their official duties unless they have completed a course of training that meets or exceeds the minimum standards established by the municipal police training council. This training must cover the use of deadly physical force and firearms. Employers of police officers are required to provide this training with sufficient frequency to ensure it does not impact a police officer's on-duty employment. A police officer who is transferred due to an employer's failure to provide the required training cannot be transferred back to their original precinct or command. The bill also ensures that a police officer's ability to carry a firearm while off-duty is not impaired by an employer's failure to provide the required training.
