A 2608: Creates parity for incarcerated individual telephone services for international calls to family members outside continental United States, Canada, U.S. Virgin Islands, Puerto Rico, Guam or Central Northern Mariana Islands by requiring identical restrictions on the duration or number of phone calls and use of unit or facility phones made available to incarcerated individuals who are calling family members who are not outside continental United States, Canada, U.S. Virgin Islands, Puerto Rico, Guam or Central Northern Mariana Islands.
The bill aims to create parity for incarcerated individual telephone services, ensuring that all individuals have the same restrictions on call duration and unit/facility phone usage. It requires the department to establish rules and regulations to ensure the security and safety of correctional facilities, staff, and individuals outside the facilities who receive phone calls. The rules will apply equally to calls to family members within and outside the continental United States, Canada, and other specific territories. The bill takes effect 90 days after it becomes a law, and allows for immediate implementation of necessary rules and regulations.
