A 2654: Clarifies that only persons eighteen years of age and older may be sentenced to life imprisonment without parole.
The bill aims to amend the penal law in New York State. A defendant who is at least 18 years old at the time of the crime can be sentenced to life imprisonment without parole for certain serious offenses, including murder, terrorism, and crimes involving chemical or biological weapons. This means that the defendant will not be eligible for parole or conditional release. However, a sentence of death is still possible if the defendant is also convicted of murder. A defendant under 18 years old at the time of the crime may still be sentenced to an indeterminate sentence, but the specifics of this sentence would depend on the applicable law. The changes to the penal law would take effect immediately.
