CUNNINGHAM -- read once and referred to the Committee on Local Governments AN ACT to amend the general municipal law, in relation to establishing an independent inspector general in each county to oversee police activity and investigate police misconduct The People of the State of New York, represented in Senate and Assem- bly, do enact as follows: 1 Section 1. The general municipal law is amended by adding a new 2 section 209-h to read as follows: 3 § 209-h. Independent inspector general for police misconduct. 1. The 4 county legislative body in each county shall appoint an independent 5 inspector general to oversee police activity and investigate allegations 6 of police misconduct. 7 2. The independent inspector general for each county shall, on an 8 ongoing basis, investigate, review, study, audit, and make recommenda- 9 tions relating to the operations, policies, programs, and practices of 10 each police department in such county with the goal of enhancing the 11 effectiveness of such departments, increasing public safety, protecting 12 civil liberties and civil rights, and increasing the public's confidence 13 in the police force. 14 3. The independent inspector general for each county shall report 15 their findings to the county legislative body and the district attorney 16 in each county on an annual basis. 17 § 2.
