A 2716: Mandates the use of intelligent speed assistance systems in certain motor vehicles registered in the state which were manufactured or assembled on or after January 1, 2030.
The proposed law requires the use of intelligent speed assistance systems in certain registered motor vehicles in the state. These systems must alert the driver if the vehicle exceeds a speed limit by more than ten miles per hour. The systems will be mandatory for vehicles manufactured or assembled on or after January 1, 2023. The law excludes certain vehicles, including those with a gross vehicle weight rating over 85 hundred pounds, motorcycles, bicycles with electric assist, and motor vehicles without GPS or front-facing cameras. In case of conflicting speed limits, the system will use the higher speed limit. The law will take effect immediately.

CARROLL -- read once and referred to the Committee on Transportation AN ACT to amend the vehicle and traffic law, in relation to mandating the use of intelligent speed assistance systems in certain registered motor vehicles in the state The People of the State of New York, represented in Senate and Assem- bly, do enact as follows: 1 Section 1. Section 375 of the vehicle and traffic law is amended by 2 adding a new subdivision 58 to read as follows: 3 58. (a) As used in this subdivision, the term "intelligent speed 4 assistance system" shall mean an integrated vehicle system that deter- 5 mines the speed limit of the roadway that the vehicle is traveling on 6 and, when the vehicle begins moving in excess of ten miles per hour over 7 such speed limit, alerts the driver in a manner which shall include, but 8 not be limited to, a brief, one-time visual and audio signal. 9 (b) Every motor vehicle registered in this state and manufactured or 10 assembled on or after January first, two thousand thirty shall be 11 equipped with an intelligent speed assistance system; provided, however, 12 this subdivision shall not apply to: 13 (i) a motor vehicle with a gross vehicle weight rating greater than 14 eighty-five hundred pounds which a federal motor vehicle safety standard 15 of any kind or character exists requiring either the passive or active 16 control of speed; 17 (ii) a motorcycle; 18 (iii) a bicycle with electric assist; 19 (iv) a motor vehicle which is not equipped with either a global posi- 20 tioning system or a front-facing camera; or 21 (v) an authorized emergency vehicle. 22 (c) If an intelligent speed assistance system receives conflicting 23 speed limits for the same area, the system shall utilize the higher 24 speed limit. 25 § 2.
