A 3122: Allocates funding for the New York city animal population control fund for the animal population control program; monies that emanate from any resident or source in NYC from certain violations and fees shall be allocated to the NYC animal population control fund.
The bill aims to create a fund to support animal population control programs in New York City. It amends the administrative code of the city of New York to allocate 15% of the fund's balance each year for implementation and promotion of the animal population control program. The promotion efforts include educating the public about the benefits of spaying and neutering and providing information on low-cost spaying and neutering services. A distinctive license plate will be issued with an additional annual service charge of $25, with all proceeds going to the animal population control fund. Monies from the license plate will be used for animal population control programs, with the state comptroller forwarding funds from New York City residents to the fund. The bill takes effect 90 days after it becomes a law.
