What A 315 does, verified January 31, 2026

The proposed amendment to the constitution aims to provide state funding to cities, counties, towns, and villages for certain expenses incurred due to new laws or increased services. The state will reimburse these municipalities for the costs associated with implementing these requirements, starting from the first day of January following the approval of the voters. The legislature will establish procedures for allocating funds among the affected municipalities. However, federal reimbursement or matching funds will not be considered when determining state funding eligibility. The legislature will also decide whether to provide state funding for federal programs supported by a municipality.
