A 3342: Provides that, for a quorum, an advisory board may require that at a minimum, one quarter of the members and the presiding officer of a community board physically be present at a location where the public can attend for such board to conduct videoconferencing.
The bill aims to amend the Public Officers Law to allow community boards to hold meetings via videoconferencing. A public body can use videoconferencing to conduct meetings if a minimum number of members are present in the same physical location or locations where the public can attend. For advisory bodies, at least one quarter of the members and the presiding officer must be present in the physical location or locations. The bill defines an advisory body as an entity involved in policy development, program planning, and evaluation, and may or may not vote on final policy outcomes. The amendments take effect immediately, but the changes to section 103-a of the Public Officers Law will be repealed when that section is repealed.
