A 348: Prohibits drivers of school buses that are carrying students from using hands-free mobile telephones; provides for certain exceptions.
The bill aims to prohibit drivers of school buses from using hands-free mobile phones while operating the vehicle, except in emergency situations or when parked at the side of a public highway. The exception includes the use of devices for communication between the driver and dispatch or school district, such as two-way radios. The bill also allows the Commissioner of Education to reevaluate exempted devices as new technologies emerge. The law will take effect 120 days after the bill becomes law, and the state education department and department of motor vehicles are authorized to promulgate necessary rules and regulations for implementation.
