The bill aims to strengthen animal cruelty laws in New York. A person will be guilty of aggravated cruelty to animals if they intentionally kill or cause serious physical injury to a companion animal with no justifiable purpose. This conduct must be intended to cause extreme physical pain or done in a depraved or sadistic manner. Aggravated cruelty to animals is a felony, with a conviction punishable by a definite sentence of up to two years in prison. However, if the act is committed in the presence of a child, the conviction becomes a class D felony. The law change will take effect 180 days after the bill becomes a law.
