A 353: Relates to amending the universal full-day pre-kindergarten program subscription amount for regions other than New York city.
The bill aims to reform the universal full-day pre-kindergarten program in New York. It repeals the current funding structure, which allocated $300 million specifically to the New York City region, and replaces it with a more competitive and merit-based system. The new system will allocate funding based on available slots and student and community needs. The Department of Education will develop a scoring system to evaluate applications, and if there are more applications than available slots, the department will work with the Division of Budget to distribute the slots. The program will be funded on a per-pupil basis, with payments made upon documentation of eligible expenditures. The bill takes effect on the first of July next succeeding the date it becomes a law.
