A 3596: Enacts "the prison wage act" relating to payment for labor performed by incarcerated individuals.
The bill aims to reform the correctional system in New York by introducing the concept of "the prison wage act." This act allows incarcerated individuals to be compensated for their labor, with the goal of facilitating their eventual reintegration into society. The law permits incarcerated individuals to work in specialized areas of the facility, such as kitchen areas, garages, and grounds maintenance, and compensates them for their labor at a rate not less than half of the minimum wage established by the labor law. Additionally, the law establishes systems of educational, career, and industrial training programs, and incentive allowances, to help incarcerated individuals prepare for life after release.
