What A 3783 does, verified January 10, 2026

The bill aims to strengthen the state's laws against bias-related graffiti. A new definition of a "specified offense" is established, which includes over 60 types of crimes, such as assault, stalking, harassment, and terrorism. These crimes are grouped into categories based on their severity and potential impact on victims. The bill expands the list of crimes that can be considered bias-related graffiti, including hate crimes and crimes motivated by bias. The law also provides for harsher penalties for those convicted of these crimes, including increased fines and longer prison sentences. The bill takes effect on November 1st of the following year after it is passed into law.
