What A 3887 does, verified January 8, 2026

The proposed law aims to provide discounted tolls to individuals residing in "transit deserts", which are areas in cities with a population of over a million that lack a subway system and are heavily car-dependent. These areas include specific zip codes in New York City. To qualify for the discount, individuals must provide proof of residency. The Triborough Bridge and Tunnel Authority will implement a 50% discount for central business district tolls, fees, and other charges for cars entering these areas. The discount will not apply to commercial vehicles or for-hire vehicles. The authority will review and adjust the discount annually. The law will take effect on the 30th day after it becomes a law, and the authority will make necessary rule changes to implement the law on its effective date.
