A 3956: Requires cytomegalovirus screening for every newborn by administration of a dried blood spot or a urine polymerase chain reaction (PCR) test.
The bill aims to require cytomegalovirus (CMV) screening for every newborn in New York. This screening will be conducted using a nucleic acid-based test, such as a dried blood spot or a urine polymerase chain reaction (PCR) test. The test is intended to identify newborns with hearing impairments resulting from CMV infection. Parents will have the option to object to the CMV screening. If the commissioner determines that another test is diagnostically equivalent or better, they may allow or require its use. The bill takes effect 180 days after it becomes a law.
