What A 3970 does, verified January 8, 2026

The bill aims to clarify when and how a child protective services report is determined as "indicated" or "unfounded". It requires the agency to conduct a thorough review of the family's history and initial investigation before making a determination. If the agency finds a history of prior unfounded reports or determines the new report is likely unfounded due to harassment, the report will be deemed "unfounded". The bill takes effect immediately.
