A 402: Establishes ethics requirements for resident councils in a city having a population of one million inhabitants or more.
What A 402 does, verified January 9, 2026
The proposed law aims to establish ethics requirements for resident councils in public housing. A municipal housing authority in cities with a population of one million or more residents must develop an ethics plan and conflict of interest form. The authority will then require all resident council officers to complete an ethics training and file a completed conflict of interest form with the authority. These forms will be made publicly available on the authority's website, with personal information redacted. The law will take effect immediately.
