What A 4049 does, verified January 8, 2026

The bill proposes a pilot program for the use of digital license plates in New York State. The program would allow registered motor vehicle owners to display digital number plates instead of traditional plates. The digital number plates would need to meet specific standards for safety, design, and functionality, as well as protocols for data sharing and security. The program would be implemented by the Commissioner of Motor Vehicles, who would review the pilot program within one year and submit a report to the legislature within two years. The program would expire and be repealed two years after its effective date. Digital number plates would need to display the registration number and expiration date clearly, and would not be required to display more than one color.
