A 4223: Provides that absentee ballots shall not be mailed or delivered to a voter unless such voter has specifically requested to receive an absentee ballot.
The bill aims to update the process for mailing or delivering absentee ballots in New York. The board will mail or deliver an absentee voter's ballot to an applicant if the applicant is a qualified voter and their statement is sufficient. If the applicant is eligible for an absentee ballot, they must specifically request to receive it. The bill also allows for the delivery of absentee ballots to residents of certain facilities, such as nursing homes or hospitals, without mailing or delivering the ballot to the voter. Instead, the ballot can be delivered to the voter in the manner prescribed by the relevant section of the law. The bill takes effect immediately.
