What A 4374 does, verified January 10, 2026

The proposed law aims to prohibit illegal dumping on public property in the state. It defines "dumping" as throwing or placing refuse, trash, or other materials in an area not licensed or permitted to receive such waste. The law prohibits dumping on sidewalks, streets, lots, parks, public places, and other areas owned by the state or municipalities. Violators may face fines of $500 for the first offense and $1,000 for subsequent offenses. If site clean-up is necessary, the offender must also pay for the expenses incurred. Witnesses to dumping may submit evidence to the commissioner and receive a reward, which can include video or picture evidence, such as a license plate of the suspected vehicle. The law takes effect immediately.
