What A 4513 does, verified January 8, 2026

The bill aims to expand the eligibility for conviction sealing in New York State. Currently, only certain crimes are eligible for sealing, but the bill would include more offenses, such as those committed by eligible youth who were not determined to be youthful offenders. The bill would also allow eligible youth to apply for conviction sealing if they meet certain criteria, including mitigating circumstances or minor participation in a crime. Additionally, individuals who have previously applied for conviction sealing but were denied can reapply. The bill would take effect immediately, allowing more individuals to potentially have their convictions sealed.
