What A 4552 does, verified January 8, 2026

The proposed legislation aims to establish a parking permit system for park-and-rides on Staten Island. The city of New York may adopt a local law or ordinance to implement this system, which would allow residents and visitors to pay for parking within designated areas. The system would be limited to Staten Island and would have different requirements for residents and out-of-state visitors. Residents would receive a permit for free, while out-of-state residents would pay an annual fee. The local law or ordinance would outline the factors for implementing the system, exempt certain vehicles, specify the days and times for permit requirements, and establish a fee schedule that would be credited to the city's general fund. A public hearing is required before adopting the local law or ordinance. The legislation would take effect immediately.
