What A 4678 does, verified January 10, 2026

The proposed law aims to amend the penal law to prohibit the recording of school ground entrances and exits. The law defines harassment in the second degree and makes it a violation. A person is guilty of this offense if they intentionally harass, annoy, or alarm another person by engaging in certain behaviors, such as physical contact, following someone, or using a device to record or broadcast images of school grounds. The law excludes certain activities, including those regulated by the national labor relations act, the railway labor act, and the federal employment labor management act. The law will take effect on the first of November next succeeding the date it becomes a law.
