What A 4713 does, verified May 12, 2026

The bill requires utility companies to establish and maintain a toll-free phone number for consumers to report service outages. This number must be attended 24/7, have the capacity to handle a surge in calls during emergencies, and be clearly posted on the utility company's website and consumer billing statements. Municipalities are allowed to petition the commission for an exemption if the requirements are deemed unduly burdensome. The failure to comply with the requirements may result in penalties under the Public Service Law. The bill also applies to cable television and internet service providers, subjecting them to similar requirements. The bill takes effect on the 90th day after it becomes a law.
