What A 4771 does, verified January 9, 2026

The bill proposes to withhold the salaries of the governor and lieutenant governor until the legislative passage of the budget occurs. If the budget has not been passed by the first day of a fiscal year, the governor and lieutenant governor's bi-weekly salary installment payments will be withheld and resumed once the budget is passed. The bill requires legislative passage of the budget to mean that the appropriation bill has been finally acted on by both houses of the legislature and the state comptroller has determined it sufficient for the upcoming fiscal year.
