The bill aims to amend the penal law to make loitering a crime. A person can be guilty of loitering if they remain in a public place without a legitimate reason, such as being at a school or children's overnight camp without permission. Loitering in public places can also be considered a crime if a person is masked or disguised and congregates with six or more other masked or disguised individuals. However, this provision does not apply to masquerade parties or similar events where permission is obtained from the authorities. The bill takes effect immediately.
