The proposed law aims to strengthen traffic safety by implementing stricter penalties for certain driving infractions. Additionally, if a learner's permit holder is involved in an accident resulting in death or injury, they must surrender their number plates and have their vehicle registrations suspended immediately. The law also requires a hearing within fourteen days to determine if the number plates should be returned and/or the registration suspension should be reinstated.
