New York · Assembly · 2025–2026 Legislative Session · last verified June 2, 2026

What A 494 does, verified June 2, 2026

The bill aims to amend the vehicle and traffic law to allow minors to obtain a driver's license under certain conditions. A minor aged 17 can be issued a Class D or Class M license after completing a state-approved driver education course and submitting proof of minimum supervised driving hours. The Yeshiva of Staten Island and the Hebrew Academy of Nassau County are exempt from certain requirements, allowing them to provide driver education courses in non-traditional locations. School districts can contract with licensed drivers' schools to provide behind-the-wheel training, and the commissioner will prescribe requirements for licensing minors. Students who complete a driver education course can operate a vehicle under instructor supervision without needing a license or learner's permit.
