The bill aims to increase transparency and protect donors in the state of New York. It requires that all solicitations for recurring contributions clearly state that the contribution can be cancelled at any time. Additionally, the bill mandates that contributors receive a receipt for each recurring contribution, which must disclose all material terms within 24 hours of the initial contribution. The bill also requires entities to provide information needed to cancel recurring contributions and to immediately cancel the contribution upon request. Those that violate the provisions of the bill must return the entire amount of contributions made, minus the initial installment, and pay a civil fine equal to five times the amount of the contribution or $1,000, whichever is greater.
