What A 547 does, verified January 8, 2026

The bill aims to amend the agriculture and markets law and the general business law to define pet dealers. It establishes a new definition of a pet dealer as someone who sells or offers to sell directly to the consumer fewer than 15 animals per year that are born and raised on the breeder's residential premises. The bill makes these changes to improve animal welfare by preventing unscrupulous individuals from operating as pet dealers. The amendments will take effect on the one hundred twentieth day after the bill becomes a law, except for one provision that will take effect on the same date as a previously enacted law.
