A 5504: Requires, in cities having a population of one million or more, supportive housing be disbursed throughout the boroughs of such city in proportion to the borough population.
The bill requires that supportive housing facilities in cities with a population of one million or more be distributed across the city's boroughs in proportion to the population of each borough. Facilities sited after the bill's effective date must be located in the boroughs with the lowest concentration of facilities. The bill also establishes a requirement for community or neighborhood board approval before a supportive housing facility can be sited, constructed, or established within a city. The term "supportive housing facility" refers to multiple residences operated by not-for-profit organizations and funded by federal, state, and municipal governments to provide housing and support services to specific populations, including those with mental illness, trauma, abuse, chronic illness, and the homeless.
