A 5629: Establishes who qualifies as an authorized agent of a voter; prohibits an agent of the voter or authorized agent from receiving no more than five absentee ballots for an election; establishes penalties for failing to deliver a ballot and interfering with a voter's marking of a ballot.
The bill aims to improve the absentee voting process in New York. A qualified voter must apply for an absentee ballot using a specific form, either by mail or through the electronic absentee ballot application system. The application must be received by the board of elections at least 10 days before the election. An authorized agent, such as a close family member or a person holding a power of attorney, can assist with the application process. However, the agent can only receive up to five absentee ballots for a single election. The bill also makes it a felony to make false statements on an absentee ballot application or to interfere with a voter's ability to mark their ballot. Additionally, falsely claiming to be incapacitated to mark a ballot is also a felony. The changes take effect immediately.
