The bill aims to reduce traffic congestion in New York City's central business district by implementing a toll system. The Triborough Bridge and Tunnel Authority will have the power to establish and charge variable tolls for vehicles, including motorcycles, entering or remaining in the central business district. The tolls will be used to fund capital projects, with a minimum of $15 billion needed for the 2020 to 2024 MTA capital program. The tolls will be implemented in a way that ensures sufficient revenue into the central business district tolling capital lockbox fund, and no toll may be charged on passenger vehicles more than once per day for entering the central business district.
