The proposed law aims to improve the governance of community district education councils. It allows borough presidents to remove council members they appointed for criminal wrongdoing or misconduct. Members who refuse to attend three meetings without a valid excuse are considered vacant. Councils must declare a vacancy to the chancellor after the third unexcused absence.
