What A 5919 does, verified January 8, 2026

The bill aims to amend the Racing, Pari-Mutuel Wagering and Breeding Law to distribute net revenues of regional off-track betting corporations to participating counties. The distribution is based on two methods: 50% of the revenue is divided among the participating counties based on the proportion of total off-track pari-mutuel wagering accepted by the corporation in each county. 50% of the revenue is divided based on the population of each county, using the latest available census data. Participating counties with cities that elect to participate in the management and revenues of a corporation will distribute revenue to the city according to the proportion of the city's population to the county's population. The bill takes effect immediately.
