What A 5963 does, verified January 9, 2026

The bill aims to require the Metropolitan Transportation Authority (MTA) to create ten-year capital program plans. These plans must be submitted to the MTA capital program review board on specific dates, including October 1, 2025, and January 31, 2035. The plans must outline the MTA's capital needs and funding sources for the ten-year period. The MTA may submit amendments or modifications to the plans if there are significant changes in costs or project descriptions. The bill also allows the MTA to change the start date of a project by more than one year, as long as the change does not increase the estimated capital funding required by more than twenty percent.
