What A 599 does, verified January 11, 2026
The bill aims to modify the definition of serious offenses for purposes of possession of a firearm. It would add a new paragraph (d) to the existing penal law, defining an offense that would constitute a felony against an animal, as per the agriculture and markets law or section 242.15 of the penal law. This change would help clarify the definition of serious offenses in relation to animal cruelty. The bill would take effect 90 days after it becomes a law.
