The state of New York is establishing a Block by Block Homeownership Program to promote affordable housing in cities across the state, particularly in Buffalo, Rochester, Syracuse, Albany, and Binghamton. The program aims to provide public funding for the construction, preservation, and rehabilitation of one- to two-family dwellings on underutilized land. The dwellings will be sold to low and moderate-income buyers who own no other real property and intend to use the dwelling as their primary residence. The program will prioritize development in cities with a population of one million or more. The dwellings will be restricted to subsequent sales to low and moderate-income buyers, and additional loans or grants can be used in conjunction with the program. The program will take effect immediately.
