New York · Assembly · 2025–2026 Legislative Session · last verified January 9, 2026

What A 6417 does, verified January 9, 2026

The bill aims to expand the definition of arson in the first degree to include fires caused by the manufacture of controlled substances. Currently, the law only applies to fires intentionally set by a person. The bill would make it a crime to cause a fire while manufacturing or attempting to manufacture a controlled substance, even if the fire is unintentional. The bill also defines an "incendiary device" as a breakable container designed to explode or produce uncontained combustion. The changes would take effect six months after the bill becomes a law.
