A 653: Prohibits the governing board of a municipal corporation from adopting any law, ordinance, regulation or policy that prohibits, or has the effect of prohibiting, the connection or reconnection of a utility service to a customer based upon the type or source of energy to be delivered to the customer.
The bill aims to prohibit municipal corporations from adopting local laws, ordinances, regulations, or policies that restrict the connection or reconnection of utility services based on the type or source of energy. This means that municipalities cannot prevent customers from choosing to use certain types of energy, such as renewable energy, for their utility services. The bill applies to services like natural gas, propane, fuel oil, and other fossil fuels provided to customers. It takes effect immediately, effectively banning such restrictions across the state.
